Many Albanian social insurance certificates are available on e-Albania and are issued by the Social Insurance Institute (Instituti i Sigurimeve Shoqërore, ISSH). Some are generated instantly with an electronic seal; others need a separate request and take longer. If you're not sure which document you need, or you can't get into your account, we can help.
Who this service is for
- You live abroad and an institution has asked for your Albanian contributions record.
- You want to check whether an employer in Albania paid your contributions.
- You're handling the paperwork for a parent's pension.
What's included
- Identifying the exact document you've been asked for.
- Making the request on e-Albania and following it up.
- Checking that the document is complete before you send it on.
Which certificates you can get
According to ISSH, these are issued on e-Albania as soon as you apply, with an electronic seal:
- the certificate of social insurance contributions paid after 1 January 2012 (vërtetim për pagesën e kontributeve);
- the certificate of voluntary contributions;
- the certificate for self-employed farmers' contributions;
- the pension certificate (vërtetim pensioni), for people who already receive an Albanian pension.
For 1994 to 2011, and for work in former state enterprises or agricultural cooperatives, ISSH issues certificates with an electronic signature after a separate application.
What they're usually used for
- An Albanian pension application.
- Checking that contributions were actually paid.
- Institutions abroad that ask for your insurance periods in Albania. Canada, for example, has had a social security agreement with Albania since 1 August 2022; the UK and the US are not on ISSH's list of agreement countries.
